Industrial Reuse Water Utility Improvements – CLA Pipe Extension

The City of Quincy, Washington requests Bids for providing the labor, materials, equipment, tools, and guarantees to complete the Industrial Reuse Utility Improvement – CLA Pipe Extension
The project is to extend the underground CLA piping from an existing connection point along 13th Avenue SW to the lime softening system. The new, nominal 12-inch diameter underground piping is routed from within the existing lime softening system site, along County Road 9 NW to 13th Avenue SW; north on 13th Avenue SW to where the existing CLA piping is located. Connection and new valving will be constructed at this connection to the existing piping. The project also includes a small diameter sanitary sewer pipeline from an existing building at the lime softening system site to an existing sanitary sewer mainline piping along 13th Avenue SW.
Bids must be completed according to Instructions to Bidders, sent by mail or hand delivered, and received by the City Engineer’s office on or before 2:00 p.m. (Pacific time) on February 06, 2020 at the City’s Public Services Building, PO Box 338, 115 1st Avenue S.W., Quincy, WA 98848. The process of Bidding for the Work and details of the Project are in the Contract Documents.
The Contract Documents may be examined at the City’s Public Services Building or the plan centers listed below. An electronic copy of the Contract Documents and Addenda will be provided to Plan Holders at no cost. Registration as a Plan Holder is made to the City Engineer by providing the prospective Bidder’s name, contact, physical address, phone and email address. Questions about the Contract Documents, the Project and the process for Bidding must be directed to the City Engineer and the Project Engineer by no later than January 30, 2020 at 3:00 PM (Pacific time). Questions must be submitted in writing by e-mail. Responses to questions will be sent to all bidders on January 31, 2020.
A Mandatory Pre-Bid Meeting is scheduled for 27 January at 11:00 AM at the City’s Public Services Building, 115 1st Avenue S.W., Quincy, WA. Please note that this pre-bid meeting is mandatory and any potential bidder that does not attend the Pre-Bid Meeting, cannot submit a bid on this project.
The project completion date is a firm date of March 12, 2020. The planned executed contract date is expected to be February 10, 2020. The completion date is firm regardless of the executed contract date.
The City reserves the right to: reject any or all Bids, waive irregularities in a Bid or in the bidding process, and determine which Bid is, in the City’s judgment, the lowest, responsive and responsible Bid.
Bidders agree and understand that any documents submitted to the City of Quincy for this proposed project is subject to public disclosure in accordance with the Washington State Public Records Act, RCW 42.56
This proposed project may be subject to Washington State Department of Labor and Industries Prevailing Wage Rates and or Federal Prevailing Wage Rates Davis-Bacon Act Wage Decisions.
