Compost

The City owns and operates a Compost Facility located at 18655 Road 9 NW.  Summer hours are 10:15am to 1:50 pm and 3:10 pm to 6:45 pm Tuesday through Saturday.  Compost can be purchased dirt cheap! 

The facility does not accept the following items:  SOD; OSB; wafer board; plywood; any material which has been or is stained, painted or treated; puncture vine; goat heads; manure; pre or post consumer foods; dirt; or garbage.

Quincy receives electricity from the Grant Count Public Utility District.  This consumer-owned utility has two large hydroelectric power plants on the Columbia River.  Central Washington State has hydropower resources that are among the lowest cost providers of power in the U. S.

Grant County PUD is a regional leader in reliable electric service - typically 99.9% reliability.  In 2001, large industrial power costs averaged less than two cents per kilowatt-hour.  Local industries include food processors along with silicon and chemical companies.

Grant County PUD also offers connections to one of the nation's first rural high-speed telecommunications systems.  This state-of-the-art communications system is now under rapid construction throughout Grant County.  Access to the PUD's ZIPP fiber optic network allows local citizens and businesses a choice of digital television, Internet, telephone, and other broadband services through independent service providers.

Northwest Trailways stops in Quincy on its Seattle to Chicago line. Grant County Transit Authority (GTA) provides local service between most Grant County communities.

Truck Regulations (Chapter 10.60)

10.60.010 Definitions

"Vehicle, heavy," as used in this chapter means any vehicle, motor vehicle, truck, truck-tractor, trailer or semitrailer or a combination thereof, having a gross weight in excess of twelve thousand pounds.

"Vehicle, long," as used in this chapter means any vehicle, motor vehicle, truck, truck-tractor, trailer or semitrailer or a combination thereof, having a total length in excess of twenty-five feet.

10.60.020 Heavy vehicle--Prohibited use--Designated

From and after the effective date of the ordinance codified in the chapter, it is unlawful to operate, drive, move, tow, park, or in any way propel any heavy vehicle over, along, upon, or across any street in the City: except those streets designated in Section 10.60.040. No heavy vehicle resting on dollies shall be parked on any street without pads at least twelve inches by twelve inches being placed under the dollies.

10.60.030 Heavy vehicle--Prohibited use--Exceptions

The limitations set forth in Section 10.60.020 shall not apply to any vehicle while in the actual process of making deliveries to points within the City not located upon such heavy vehicle route streets designated in Section 10.60.040. The limitations set forth in Section 10.60.020 shall also not apply to any vehicle traveling to the owner's residence or parked in front of the owner's residence.

10.60.040 Heavy vehicle--Routes

The following streets are designated as heavy vehicle routes within the City:

  • Central Avenue from south City limit to north City limit;

  • "F" Street Southeast from the east City limit to Central Avenue;

  • "F" Street Southwest from the west City limit to Central Avenue;

  • Columbia Way;

  • B Street Southwest from Thirteenth Avenue Southwest to Seventh Avenue Southwest;

  • Thirteenth Avenue North of Highway 28;

  • Seventh Avenue Southwest from "F" Street Southwest North of Division Street;

  • First Avenue Southwest from "H" Street Southwest to "F" Street Southwest;

  • Eighth Avenue Southeast from "F" Street Southeast to "A" Street Southeast;

  • Third Avenue Southeast from "F" Street Southeast north to "A" Street Northeast;

  • Division Street;

  • "H" Street Southwest from Central to First Avenue Southwest;

  • "A" Street Northeast for its entire length;

  • "A" Street Southeast from Columbia Way to Seventh Avenue Southeast;

  • Seventh Avenue Southeast from "A" Street Southeast to Division Street;

  • Sixth Avenue Northeast for its entire length.

10.60.050 Long vehicle--Prohibited use--Designated

From and after the effective date of the ordinance codified in this section, it shall be unlawful to park a long vehicle on any street in the City except those streets designated in Section 10.60.040.

10.60.060 Long vehicle--Prohibited use--Exceptions

The limitations set forth in Section 10.60.050 shall not apply to any long vehicle where the following conditions are met:

  1. The long vehicle is parked in front of the owner's property;
  2. The long vehicle is parked more than ten feet from any property line.

10.60.070 Route Posting

The streets designated as a heavy vehicle and long vehicle route shall be marked with signs in an appropriate manner.

10.60.080 Violation--Civil penalty

Any person violating any provision of this chapter shall be deemed to have committed a civil infraction and shall be punished as provided in Section 1.01.110(A)

The District

The Quincy School District covers approximately 500 square miles.  The school district employs approximately 150 certified and 130 classified staff and is comprised of 8 school buildings: 

  • Early Childhood Learning Center serving preschool special needs students
  • 4 Elementary Schools serving grades K - 6
  • Junior High serving grades 7 & 8
  • High School and Quincy Tech High serving grades 9 -12

Commitment

A strong commitment to teaching is exhibited by numerous awards presented to teachers and administrators in the district: 

  • 6th grade team in 2001/02 - the prestigious Golden Apple Award honoring excellence in education
  • High school principal in 2001/02 - Administrator of the Year Award from the Washington Association of Agriculture Educators

Technology

The district has over 572 computers, not including the High School Business and Vocational computer labs.  Students at the elementary level have a strong introduction to computers made possible, in part, by technology grants from the Bill and Malinda Gates Foundation in 2001/02 school years with more to be added in the near future.

  • 17 computers awarded through Gates Teacher Leadership grants

Involvement

Active sports and music programs gain strong community and parental support.  Parent Literacy Nights at the elementary schools encourage reading on a family level and parent liaisons in the buildings help address language/communication issues.  Strong leadership from School Board members, active parents, dedicated administrators and staff, combine to make Quincy School District a district to be proud of.
