Definition
The
School Resource Officer (SRO) is the next step in Community Oriented Policing.
The SRO is an asset used by the community and the school in an attempt to
address situations in the lives of students in an environment other than the
judicial system.
The
SRO program is a nationally accepted program involving the placement of a law
enforcement officer within the school system.
The officer, while in the school, is involved in a variety of functions
aimed at prevention. Besides being
an active high profile law enforcement officer, the SRO is a resource for
students, parents, teachers and administration regarding law issues.
Another advantage of the SRO program is developing links to other service
agencies, which provide prevention and intervention services within the school
district. Working hand in hand with the Principal in each school, the
SRO assists with finding solutions to problems affecting school age children.
The
SRO program is a proactive approach, which deals with the pressures young people
find themselves having to confront in today’s society.
This includes the use of alcohol, drugs, and tobacco along with peer
pressure, gang activity, and sex. These
situations are not only in the schools, but in the community as well.
The approach of addressing these issues only in the school, or only in
the community, has not been completely effective. Traditionally, police and school did not interact until one
called upon the other. The
inception of a SRO program bridges that gap.
Purpose
The
SRO will be assigned primarily to the Quincy High School and the Junior High.
The assigned SRO will provide prompt and effective law enforcement
prevention or intervention in situations which involve the maintenance of order
and interference with school activities, staff and teachers, to prevent
gang-related or other violence, illegal use, possession or sale of illegal drugs
and alcohol on school premises, assaults and any other situations or activities
which require the intervention of law enforcement officers. The SRO will also
participate in educational activities and role modeling to foster and enhance
the knowledge of and respect for law enforcement and law enforcement officers by
students and the community.
Goals and Objectives

To
Promote in young people a positive Image of the law, and the
importance of personal and social responsibility.

Increase
students understanding and respect for law enforcement, through interaction by
informal situations and activities.

To
serve as a primary resource to victims and suspects who are involved in
activities that are unlawful, or otherwise harmful to them selves or others.
In order that they may be protected from further harm and make
appropriate choices in the future.

Educate
students and staff in areas relating to law enforcement, through various
educational programs and class presentations.

Promote
and reinforce responsible conduct and become an effective deterrent to
anti-social behavior.

Interact
with students, faculty, community, parents, and civic leaders to promote
positive school community relations.
Regular
Duty Hours/Days
The
SRO would be primarily assigned to the Quincy High School and the Junior High
but would facilitate and provide prevention educational classes to all the
Quincy Schools upon request by the appropriate school official.
The SRO’s regular work shift would be 0800 hours to 1600 hours Monday
through Friday, during those times that school is not in session the SRO will
report to the Chief of Police or the Sergeant for assignment.
