Tim Snead has lived in Moses Lake, Washington all his life. His family owned the John Deere dealership, Snead Tractor & Imp., for many years. From 1993 to 2004  he was a Grant County Commissioner.  Tim oversees all the departments in the city running the daily operations.

Quincy has two fulltime employees in the Building Department.  A Building Official and a Building Inspector/Code Enforcement Officer. The Building Department handles all inspections and code enforcement issues.

WORK EXEMPT FROM BUILDING PERMITS: One story detached accessory buildings used as tool and storage sheds, playhouses, and similar uses, provided the floor area does not exceed 200 square feet.  Fences not over 6 feet.  Retaining walls that are not over 4 feet in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding Class I, II or III-A liquids.  Platforms, walks and driveways not more than 30 inches above grade and not over any basement or story below.  Painting, papering and similar finish work.  Temporary stage sets.  Window awnings supported by an exterior wall of Group R, Division 3, and Group U Occupancies when projecting not more than 54 inches.  Prefabricated swimming pools accessory to a Group R, Division 3 Occupancy in which the pool walls are entirely above the adjacent grade and if the capacity does not exceed 5,000 gallons.  

WHAT INFORMATION IS REQUIRED FOR A BUILDING PERMIT 

  1. Identify and describe the work to be covered by the permit for which application is made.

  2. Describe the land on which the proposed work is to be done by legal description, street address or similar description that will readily identify and definitely locate the proposed building or work.

  3. Indicate the use or occupancy for which the proposed work is intended.

  4. Be accompanied by construction documents, specifications and other data as required in Section 106 of the International Residential Code (IRC).

  5. State the valuation of any new building or structure or any addition, remodeling or alteration to an existing building.

  6. Be signed by the applicant, or the applicant’s authorized agent.

  7. Give such other data and information as may be required by the building official.

KNOW YOUR ZONING!

If you plan to build, it is important that you know what land use zone you are in before you start the process.  Each zone has specific restrictions and requirements which must be followed.  Zone verification should be your first step in any construction project you are planning.

City Clerk / Finance Dept.

 

City Hall is efficiently run by a Finance Officer/City Clerk, Deputy Finance Officer/City Clerk and two Secretary/Receptionists (one bi-lingual).   The Finance Department handles all the utility billing and receipting, municipal court cases, customer service, loans and bond payments for the City, payroll, council packets and vouchers.  The Finance Department is also the liaison between Consolidated Disposal Services, Inc. and the local residents regarding their garbage service.

Maintenance Supervisor

A full service department - Public Works has a Director, 8 full-time staff and, in summer, three part-time positions offered to deserving local youth.

The Public Works Dept. is responsible for the two separate sewer systems - Industrial and Domestic, as well as supervision of refuse and composting facility; a water system capable of pumping 6,000,000 gallons per day, approximately 30 miles of city streets, six City Parks totaling 38.7 acres and a new Aquatic Center with two pools and two water slides. 

The newest park, Lauzier Park, still under development, is located on 13th Avenue SW just south of Monument Elementary School and once completed will provide two lighted softball fields, soccer fields, tennis courts and basketball courts.

Police Chief William Gonzales

 

Our Mission is to better serve the community by providing them with information on programs such as crime prevention, child car-seat proTection, traffic safety, seatbelt safety, reserve officer program, bicycle safety program and safety tips for driving.

The Quincy Police Department has 10 commissioned officers including one Chief, two Sergeants, four reserve officers, and two police clerks.  Call response time within the City is in the two to three minute range.  The QPD also has a Police Advisory Board program. The Department is Community Oriented and Washington State Accredited.

Fire Services

Fire Chief Don Fortier

Grant County Fire District # 3 - The City of Quincy has a Fire Protection contract with Grant County Fire Dist. # 3.  Grant County Fire Dist. # 3 main station is located in Quincy at 110 C St. SW. 

The services provided under this contract are: Fire Suppression Response, Hazardous Material Response, Fire Prevention, Public Education, Fire Code Enforcement, Fire and Life Safety Inspections for Businesses, New Construction Plan Review, and Post Fire Investigation.  

Three pieces of Fire Apparatus are owned by the City of Quincy which includes: 2 "Class A: Rated Fire Engines and 1 - Tactical Support Vehicle.

The City of Quincy enjoys a "Class 6" municipal Fire Protection Rating from the Washington Surveying and Rating Bureau.

The City of Quincy and Grant County Fire Dist. # 3 honor Mutual Aid Agreements with all Cities and Fire District's in Central Washington State.

Grant County Fire District # 3 encompasses 502 square miles, which surrounds the City of Quincy.  Seven Fire Stations, five career Firefighters and over 80 volunteer Firefighters, to draw from, provide protection for the City of Quincy.       

In 2004, Grant County Fire District #3 voters passed a levy to construct a new Fire Station located between L & M Street SW on Central Avenue South (SR 281). The Station was completed in the Spring of 2006 and has a training room available for use.  View completed station with vehicles inside.
